The project is aligned with the approved strategic planning framework, including:
- Binh Duong Provincial Master Plan 2021–2030, with a Vision to 2050 (Decision No. 790/QĐ-TTg dated 3 August 2024)
- Adjustment to the Thu Dau Mot Urban Master Plan (Decision No. 3544/QĐ-UBND dated 9 December 2024).

The Ho Chi Minh City Concentrated Digital Technology Park is envisioned as the innovation nucleus of the Northern Ho Chi Minh City Science & Technology City, serving as the central platform that integrates research, innovation, talent development, advanced manufacturing, and technology commercialization. The development will foster a seamless innovation value chain—from R&D and incubation to pilot production and large-scale industrial deployment—strengthening Vietnam’s technological capabilities while enhancing the city’s competitiveness as a regional innovation and digital economy hub. The project will support research, incubation, pilot manufacturing, and commercialization across future industries, including: Artificial Intelligence (AI), Semiconductors & Microelectronics, 5G & Next-Generation Digital Infrastructure, Cloud Computing, Big Data & Shared Data Platforms, Hyperscale Data Centers, High-Performance Computing (HPC), Automation & Smart Manufacturing, Precision Engineering, Advanced Materials, Biotechnology & Digital Health, and Financial Technology (FinTech). The park will also serve as the primary innovation pipeline for high-value manufacturing across Northern Ho Chi Minh City’s industrial ecosystem, including Cay Truong Industrial Park, VSIP III, and Binh Duong Riverside Science & Technology Industrial Park.
